ANNUAL MEETING
November 16, 2009
The annual meeting of the Board of Directors of Woodland Pond HOA is being held on 11/16/2009. The meeting is being held at Woodland Pond Swim & Racquet Club.
Call to Order: President Edd Burleson called the meeting to order at 7:38 pm.

Approval of Minutes: Minutes of September 21, 2009 were approved.
Guest Speaker: Ray Walsh introduced Mr. Dale Totten, who is the regional manager for VDOT for this area. He came to bring us up to date on the Nash Road construction project. The project is still going forward although there have been some delays due to some property owner’s objecting to the taking of their land so that VDOT can make the new road straighter and eliminate some of the sharp curves and turns which now characterize the road.
As of now the schedule calls for a public notice to be issued in November 2010 and for the actual work on the road to begin in February 2011. While some traffic disruption is inevitable, one lane of Nash will be open at all times. Mr. Totten provided us with information about many issues which concerned residents. One resident asked about the feasibility of speed strips on Woodland Parkway. Ray Walsh had looked into that and found that the approval process required to get through the State bureaucracy was so long the the project would be completed long before the necessary approvals for the speed strips would arrive.
One resident, who has been involved in controversial issues in the past, asked Mr. Totten to confirm that the maintenance of the median is under the control of VDOT and added that he believes approvals have to be obtained before residents can cut down trees on the entrance median. Mr. Totten confirmed that VDOT has to approve the cutting down of trees in that location, but added that when a dead tree could fall on the road his office fully supports efforts of the residents to take action and will cooperate with their requests to do so. He noted that such efforts are in fact a help to VDOT. It was pointed out later in the meeting that Woodland Pond does in fact have a VDOT land use permit for the median area. At this point, the resident, left hurriedly in what appeared to be an agitated state.
Another area of agreement surfaced when it developed that VDOT is responsible for maintaining land that is 15 feet from the center of secondary roads. Since this would extend beyond the blacktop, VDOT would be responsible for the grass alonngside the edge of the road if it was less that 15 feet from thte center of the road. Under present realities this would be done about twice a year and therefore homeowners are facilitating the work of VDOT when they cut their own grass all the way up to the side of the road. For informational purposes the Nash Road project number is: 0630-020-308.
Treasurer’s Report: Ray Walsh presented the record of expenditures for 2009; it was approved unanimously. The proposed budget for 2010 was presented and led to some questions. After a brief discussion the budget passed with only 2 opposing votes.
Unfinished Business: A resident asked about progress on putting in some new street lights. Ray Walsh reported that he had researched this and found that the cost of wiring would be prohibitive.
The issue of outsourcing architectural reviews and indeed the general monitoring of properties to see that they do not stray significantly from the covenant is something that is still being discussed and debated by the Board.
New Business: The vote on the tax resolution was passed with only one vote in opposition.
The vote for a new director, Beth Ferrara, to be added to the Board passed with only two votes in opposition.
For the coming year the Board is planning to look at a number of issues: the impression created by the condition of some mailboxes, does the landfill have any effect on Woodland Pond, the status of the WPS&R Club, keeping track of issues involving the size of the deer population.
The Board is eager to get more feedback from residents. In an effort to obtain greater involvement and input from the residents of Woodland Pond the Board is looking into contacting a local university to collaborate with in carrying out a professional survey to get a better idea of issues that are of interest or of concern to them. It is hoped that will enable us to be more responsive to the wishes of the residents of Woodland Pond.
Next Board Meeting: The next regular meeting of the Woodland Pond Association, Inc.’s Board of Directors will take place on 01/11/10) at 7:30pm, at the Woodland Pond Swim & Racqet Club.
