Board of Directors Meeting

May 11, 2009

Location:  Woodland Pond Swim and Racquet Club

Directors Present:  Edd Burleson, Ray Walsh, Doug Steinberg, Tim Dineen

Minutes:  Minutes approved for March 23, 2009 meeting

Continuing Business

Treasurer’s Report:  Ray Walsh reports that there is almost total adherence on the part of residents to the payment of annual dues.  In the few instances where residents are late, the payment of late fees puts us over the 100% mark.  In one case, mentioned in previous meetings, the delinquent homeowner has not been responsive to certified and registered mailings.  This homeowner has also been the subject of complaints about the piles of debris on his property.  Efforts to get this individual to comply with both financial and architectural issues have met with no success.  Consequently, it was proposed that the Board take the next step and set up a judicial hearing for this person on  June 3rd at 7:30 PM. If the homeowner does not comply the Board will discuss this case with our attorney to determine what further steps need to be taken.  This proposal passed unanimously.

Ray reported that the insurance agent for the Association discovered that the property at the front entrance had not been covered.  This oversight has now been corrected and coverage now includes this property.

Architectural Review:  The Architectural Review Committee is short-handed.  Ray Walsh proposedthat he would be willing to serve on the Committee.  Tim Dineen seconded.  Motion passed.  Doug Steinberg and Ray Walsh reported that there were one or two issues which required discussion with homeowners, and in most instances a satisfactory solution has been worked out.  In the course of reviewing the issue of architectural standards it was noted that the Covenant contains information about approved materials which should be helpful to anyone considering making changes to their homes. 

New Business

Architectural Review:  As mentioned in an earlier meeting the Board reviewed the issue of having neighbors essentially monitoring each other for adherence to standards as opposed to having professionals doing the monitoring.  After some discussion the consensus was that for now we would continue monitoring as we had always been doing it, but to explore having a professional firm carry out this process on a trial basis, for a specific limited time period.  In that way we could determine if it was appropriate for our community. 

 

Roadwork on Nash Road is scheduled to begin on June, 2010.  Our understanding is that the VDOT folks will be working on one lane at a time.  Nonetheless we are anticipating increased traffic, particularly during rush hours.  This roadwork has been planned for in the past but nothing ever happened.  This time, however, we understand the money has already been allocated in the budget.  Edd Burleson proposed that we track this issue and try to anticipate the impact on traffic on Woodland Pond Parkway.  The Board will explore what can be done to minimize the disruption of this project to our community. 

The national housing crisis:  In response to this crisis the Board is examining how this will impact Woodland Pond, and what can be done to safeguard the appearance of homes in our community in the unfortunate event that any fall into foreclosure.  Edd Burleson proposed that we set up a game plan to deal with issues that arise from this, such as finding and contacting the responsible parties and reminding them, if necessary, of the need to maintain properties that fall into foreclosure.  It is anticipated that this will become more pressing if the national crisis continues.
